Lakhta Center is a multifunctional complex in St. Petersburg with the Gazprom headquarter and public spaces occupying a third of the area. Construction was completed in October 2018, now start work on the arrangement of business and public areas. The opening will take place in about a year, when the complex will be fully prepared to meet guests. »

Lakhta Center Land Use Plan passed public hearings


On the 31st August in the administration of Primorsky district public hearings were held in respect of the land use plan of the area restricted by a designed street, a designed passageway, Primorsky avenue, the coastline of Lakhta Bay, the coastline of Neva Bay.

The Land Use Plan was developed by the Institute of Territorial Development as requested by Social and Business Center Okhta CJSC. This document defines what the development of the area adjacent to the Lakhta Center construction site will look like, what a street and road network will be like, where the connections to the construction site will be located, where power lines will be located, what development (public, commercial) will surround the project, etc. Therefore the land use plan contains additional information regarding the integration of the project into the adjacent areas, its investment attractiveness, a construction method statement, transport solutions and logistics.

At the moment the design is underway and Lakhta Center complex will be connected to power and heat sources and water supply and sewage systems. The construction of a new engineering infrastructure (a power substation, a sewage collector) and the reconstruction of water supply system are carried out financed by Lakhta Center Project Investor. A new engineering infrastructure will enable to resolve not only the issue of the connection of the complex to the engineering utilities but to generate additional capacity for growing villages of Lakhta and Olgino in Primorsky district.

Apart from an office center which core will be Gazrpom neft headquarters, Lakhta Center will host:

• a scientific and research complex;
• a children educational center;
• a planetarium;
• a conference hall with the capacity of 500 seats;
• a modern sports complex;
• a medical center with a pediatric unit;
• a free observation deck;
• parks and public gardens;
• a public piazza and an amphitheater overlooking the water to hold city’s events;
• galleries, displays of art objects;
• cafes and restaurants;
• shopping malls, etc.

The total area of the development will be 330k sq m, and about 43% will be designated for public and business buildings (offices and a scientific center). According to estimates, one third of the site will be occupied by green areas and public and cultural facilities, 24% car parks for 2000 car slots, roads and passageways. An amphitheater overlooking the water and an observation deck at the top of the tower will be unique for Saint Petersburg. The Lakhta Center site and the Park of the Tercentenary of Saint Petersburg will be connected with a covered pedestrian bridge creating a promenade from the settlement Lakhta/Olgino along the Gulf of Finalnd and the Park of the Tercentenary of Saint Petersburg. Over eight thousand new jobs and a comfortable leisure infrastructure will be created for a densely populated Primorsky district, which saves the trouble for dwellers of going from the district in the city’s center on a daily basis.

A large business center emerging on the outskirts itself facilitates to solving the transport problems urgent for the city: Lakhta Center will “reverse” about 2000 vehicles in the opposite direction to the main flows. Cars will be moving in the opposite direction of the “congestion”. In parallel to the project implementation in Primorsky district a new road infrastructure is developed and the existing road infrastructure is reconstructed. The design and construction of a street and road network at the Lakhta Center site will be carried out financed by the investor. What is done by the city is to “connect” the complex to the main highways which construction was planned with regards to an active development of the areas in the north of the city earlier that the decision to relocated the project in Primorsky district was taken.

Lakhta Center architectural design will be one of the crucial facets of a new image of the city which the guests from the sea will face together with a new passenger port, a modern stadium, a rehabilitated complex at Lenexpo site, yacht berths, new hotels and modern residential complexes. In 2012 the pre-design work are completed and the construction of the complex will start to last till 2018.

Note that on August 17, 2012 the permit to build the first stage of the construction of Lakhta Center public and business area was obtained which includes the tower and the adjacent podium buildings. Earlier a positive conclusion of the State Expertise Authority was obtained. According to a revised urban planning concept the height of the tower will be 462m. The height of the tower is approved by the decree of the Committee for Urban Planning and Architecture of Saint Petersburg based on the minutes of meeting of the public hearings held in June 2011. The legitimacy of this decree has been proved in court on a few occasions.
