Lakhta Center is a multifunctional complex in St. Petersburg with the Gazprom headquarter and public spaces occupying a third of the area. Construction was completed in October 2018, now start work on the arrangement of business and public areas. Permission to deviate from the limiting parameters for the Lakhta Center construction project granted

Order of the Committee for Urban Development and Architecture of the Saint-Petersburg Government granted permission to deviate from the limiting parameters of permitted construction in respect of increasing the maximum height of buildings and structures up to 500 meters for the capital construction project on a land plot of 139,401 sq. m at: Bldg. 3 Letter "A", 2 Lakhtinsky Prospect, Saint-Petersburg.

On this plot of land, construction of a modern social and business district Lakhta Center is planned, with broad social functions and developed social and transport infrastructure. Lakhta Center is implemented as a pilot project for comprehensive area development and creation of a mini-city beyond the boundary of Saint-Petersburg urban development – a self-contained area to live and work in. Headquarters of the company Gazprom Neft and other companies of Gazprom group will be the center of the cluster, around which the business activity in the Primorsky district will form.

The concept of the project includes construction of the largest center with office spaces, and scientific and educational complex. Construction of a sports complex, a children's technology park and a range of public services, including shops, restaurants, cafes and other service establishments is planned for city dwellers. Much attention will be paid to improvement of the Primorsky district transport situation in the project.

Let us recall that, in accordance with the law, Social & Business Center "Okhta" CSC filed an application with the Commission on Land Use and Development for deviation from the limiting parameters of permitted construction. On June 24, public hearing on the matter was held in the administration of Primorsky district of Saint-Petersburg. July 3, the Commission on Land Use and Development of Saint-Petersburg approved the granting of the deviation by a majority vote.


Location of the business center does not contravene the Law "On the Boundaries of the Areas of Cultural Heritage Protection..." (No. 820-7 as of January 19, 2009). Pursuant to Law, "...combinations of the historic urban landscape components with accents and dominants in the sky within sight of the 6km" are subject to protection, and "Facilities located beyond 6 km lose their clear silhouette and do not affect the visual perception of the panorama." In the six kilometer radius from the construction site, there are three protected panoramic vistas: northern part of Yelagin Island from Primorskoye highway; southern part of Yelagin Island from Deputatskaya street, and panorama of the development area at Primorsky Prospect from Yelagin Island. Regardless of height of the business center, it does not fall within the boundaries of these panoramic vistas.

Just before the public hearings on Lakhta Center project, the research holding Romir conducted a survey among inhabitants of Primorsky district of Saint-Petersburg to determine what they think of the planned construction.

The majority of respondents are in favor of the comprehensive development of Saint-Petersburg: 68% would like to see their city develop in all directions: as a business center, and as a tourist center, and 17% would rather see Saint-Petersburg solely as a cultural center and a museum.
More than 70% of the inhabitants of Primorsky district of Saint-Petersburg are aware of the intention of the Gazprom Group to build the high-rise business center in Lakhta. With regard to the construction project of the business complex Lakhta Center, 67% of inhabitants were positive or neutral, 9% – were undecided, and 24% were "negative" or "rather negative."

Currently, adaptation of the project to the new site is performed by the architectural company RMJM.
Design phase will be finished in 2012. Construction of the project is scheduled for completion by 2018.
